Subject :  TEMPORARY BAN ON THE IMPORTATION OF APPLE, PEAR, APRICOT, PEACH, PLUM, QUINCE, CHERRY, ALMOND, WALNUT, ORNAMENTAL APPLE, PEARS AND CORN FROM CHINA.

   
WHEREAS,   the Plant Quarantine Service of the Bureau of Plant Industry recently intercepted the quarantine pest of apple called codling moth (Cydia pomonella (L) in a shipment of apples from China;
   
WHEREAS,   the codling moth belongs to the family of Torticidae of the order Lepidoptera (Peterson, 1962) and such species feeds on living plant tissue, especially on foliage, or bores on twigs, flowers, buds, fruits and nuts of may wild and cultivated plants;
   
WHEREAS, the codling moth is one of the most noxious species whose primary hosts are apple, pear, apricot, peach, plum, cherry, almond, quince, walnut, ornamental apple, pears and corn (CABI, 1998).
   
WHEREAS,  the Philippines imports apples and other fruits from China;
   
WHEREAS,   there is a need to prevent the entry and spread of codling moths (Cydia pomonella) in the country;
   

                   NOW, THEREFORE, I LEONARDO Q. MONTEMAYOR, Secretary of the Department of Agriculture, by the powers vested in me by law, do hereby institute an emergency measure temporarily banning the importation of apple, pear, apricot, peach, plum, cherry, almond, quince, walnut, ornamental apple, pears and corn from China, and prescribe the following:

 1. Immediate suspension of the processing, evaluation and issuance of Import Permits relevant to the importation of the above-stated commodities from China by the Bureau of Plant Industry;

2.
Stoppage/confiscation of all shipments arriving into the country of the affected commodities originating from China by all Plant Quarantine Officers at all seaports and airports.
 3. Upon arrival at Philippine ports, all imported fruits shall be subjected to immediate and necessary treatment, and/or returned to country of origin or destroyed at the expense of the importers.

This order shall take effect immediately.
