Subject :  TEMPORARY BAN ON THE IMPORTATION OF APPLE, AND OTHER HOSTS OF CODLING MOTH PEST SUCH AS PEAR, APRICOT, PEACH, PLUM, QUINCE, CHERRY, ALMOND, WALNUT, ORNAMENTAL APPLE AND CORN FROM IDENTIFIED PLACES IN CHINA

   
WHEREAS,   The Plant Quarantine Service of the Bureau of Plant Industry recently intercepted the quarantine pest of apple called codling moth (Cydia pomonella (L)) in several shipments of apples from China;
   
WHEREAS,   the codling moth belongs to the family of Tortricidae of the order Lepidoptera (Peterson, 1962) and such species feeds on living plant tissue, especially on foliage, or bores on twigs, flowers, buds, fruits and nuts of many wild and cultivated plants;
   
WHEREAS, the codling moth is one of the most noxious species whose primary hosts are apple, pear, apricot, peach, plum, cherry, almond, quince, walnut, ornamental apple, and corn (CABI, 1998).
   
WHEREAS,  it has been determined that the origin of the infested consignments are from Yantai, Longkou, Weihai and Qingdao (Tsinglao) in the province of Shandong and also from Dalian province in China;
   
WHEREAS,   there is a need to prevent the entry and spread of codling moths (Cydia pomonella) into the country;
   

                   NOW, THEREFORE, I, LEONARDO Q. MONTEMAYOR, Secretary of the Department of Agriculture, by the powers vested in me by law, do hereby institute an emergency measure temporarily banning the importation of apple, pear, apricot, peach, plum, cherry, almond, quince, walnut, ornamental apple, and corn from identified places in China namely : Yantai, Longkou, Weihai, and Qingdao (Tsingtao) in the province of Shandong; as well as in the Dalian province and prescribe the following:

1.
1.) Immediate suspension of the processing, evaluation and issuance of Import Permits relevant to the importation of the above-stated commodities from the above-mentioned places in China by the Bureau of Plant Industry;

2.
2.) Strict inspection of all shipments arriving into the country of the affected commodities originating from China by all Plant Quarantine Officers at all seaports and airports.

 3.
3.) Upon arrival at Philippine ports, all imports of the affected commodities from China shall be subjected to immediate and necessary treatment, and/or returned to country of origin or destroyed at the expense of the importers.

This order shall take effect immediately, and supersedes Administrative Order No. 21 series of 2001 dated 11 October 2001.
