Subject :  Minimum Plant Material Certification Standards for Mango
(Mangifera indica L.)_ and Durian (Durio zibethinus Murr.)

   

          Pursuant to the provisions of the Implementing Rules and Regulations of Republic Act No. 7308, otherwise known as the Seed Industry Development Act of 1992, Chapter III, Article II, Section 3C and Administrative Order # 44, General Guidelines for Certification of Fruits and Plantation Crops, the following minimum standards for mango and Durian are to be adopted to ensure production and distribution of high quality planting materials.

I. General Requirements for Mango and Durian.

A. Land and Planting Guide
  1. Mango and durian trees for certification should be planted in established Foundation/Scion Groves together with other species/varieties of fruit crops
  2. Site must be free from any existing alternate and main host plants of insect vector and disease up to one (1) kilometer linear radius suitable for plant growth and good drainage.
  3. Minimum planting distance is 4x4 meters between hills for foundation and scion groves. Grown trees should not overlap with each other.
B. Field Inspection
  1. Registered Parent Trees, Foundation and Scion Trees shall be indexed at least once a year.
  2. The Plant Material Inspector shall inspect the foundation and scion groves to determine the condition of the trees. Trees will become ineligible for certification if they are found to be infected with any transmissible disease or infested with insect pests.
  3. Mango and durian seedlings in the accredited nurseries must be inspected during asexual propagation state to determine the authenticity of the variety being certified.

II. Specific Requirements

To attain high quality plant materials that are true-to-type and of genetic purity, planting materials should pass morphological and pomological evaluation to become certified as scion sources.

B. Seed and Seedling Standards

1. Distance of Sowing in seedbeds 5 cm. apart and 1-2 deep with the concave, side down. 4-6 cm apart and 1 cm deep right after drying.
2. Growth and vigor Seedling must be robust Seedling must be robust

6. Stem size at grafting time 1 cm stem diameter (minimum); measure 1" below the graft union. 0.5-1.2 cm stem diameter, measured 3 cm above the union.
7. Growth media composition Garden soil, fine river sand and compost or well-decayed organic matter in equal proportion. Loam or compost, sand, garden soil in equal proportion.
8. Condition of the trunk and branches Well formed and sturdy, Well formed and sturdy
9. Condition of the foliage Insect pests, diseases and mechanical damage should not exceed 1/4 of the total foliage Insect pests, diseases and mechanical damages should not exceed 1/4 of the total foliage.

C. Scion Standards

Mango

Durian
  1. Scion must be 6-9 month old, plump and possess large growing points.
  2. Leaves at the growing points must be green to dark green in color and crispy when crashed
  3. "Eye" at the growing points opened.
  4. Scion size must be pencil size or in compatible with the rootstock
  5. Only mature shoots of the current season's growth must be collected and kept fresh until grafting.
  6. The scion must be straight and free from any infection and infestation.
  1. Scion must be 203 months old, 5-6 cms., plump and active growing points
  2. Leaves at the growing points must be mature, green to dark green in color and crispy when crushed
  3. Scion size must be equal or smaller with the rootstock.
  4. Scions to be gathered must be straight and free form any infection and infestation,

D. Labeling/Tagging
 
All planting materials which meet the standards for plant material certification shall be officially tagged, identifying the variety.
 
Each label must be properly attached to each plant with the following necessary code/information:

This memorandum order shall take effect immediately upon its approval
