MOA Signing and Tree Planting at BABRC (Oct. 29, 2021)

The Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Baguio City local government, and the Philippine National Police joined forces for the protection and ecological preservation of Mt. Kalbo within the Baguio Animal Breeding and Research Center (BABRC) government property.

Agriculture Secretary William Dar, Mayor Benjamin Magalong, Bureau of Animal Industry Director Reildrin Morales, DA Regional Director Cameron Odsey, DENR Regional Director Ralph Pablo, Cordillera Police Regional Office Director Ronald Lee, and Dontogan Barangay Captain Renato Bongcog signed a usufruct agreement and memorandum of agreement (MOA) for the property.

The MOA signed on October 29, 2021 will strengthen the conservation of the BABRC as a government property by securing and monitoring the area for any possible encroachments.

“At all cost, we have to protect this property and we’ll have to partner with various institutions to make it possible. So today, we have cemented our partnership,” Secretary Dar said.

He also highlighted the property’s agro-ecological importance not only for the city, but for the entire region.

He added that there are plans for the property to serve as an agri-industrial business corridor and agro-eco tourism center.

“We have to preserve this property as much as possible,” the agri chief said.

With an area of 94.13 hectares, the BABRC is reserved for animal breeding purposes through Presidential Proclamation No. 603. It also functions as an integrated research, training, and technology demonstration center, laboratory, agro-tourism center, and dairy center.

However, BABRC has been facing battles with claimants invoking rights over the property, illegal squatters, and trespassers that lead to the cutting of trees and the destruction of the biodiversity in the area.
